From my reading about the Sassanid army and looking at other lists, I would like to see a couple of extra options in the list.

The Sassanid Persians had a guard cavalry unit and a unit of "Immortals" The noble Clibinarii entry could be used for these but the moral of only 7 seems too low and should be an 8?

Also how about the option of having the Clibinarii armed only with bows and hand weapons or the option of riding unarmoured horses?

Interesting comments - thanks for that - I have added them into some notes for a future version for which I have had some other feedback already, and in the near future should be clashing against a Sassanid army, so will get some more feedback as well as actually seeing the list in action

There is a new book out next year on this army which promises a close look at how it operated, by Kaveh Farrok. A small amount of research shows the option of much better infantry than is generally accepted, guard and mercenary/allies.

If I wanted to upgrade the Noble Clibanari to Mo 8 to cover the elite units, how much would that be in points?

Interesting to note that the WAB list in the Byzantium book, had the Clibanari as WS3, BS4 rather than the other way round in the WaC list. from what I have read, the Clibanari were armoured horse archers and were trained to fire very quickly rather than rely on accuracy. Allegedly they could fire five arrows before the first one had hit its target!

The new book looks interesting and should shed more light on how this interesting army fought.

Simon - that's interesting about the shooting quickly, could be simple to apply something there, will try and bear that in mind

Morale upgrade from 7 to 8 is 3 points per model - drilled would increase from 2 to 4 points if the morale went to 8

Interesting comments. Indeed, it does appeat that some armoured cavalry may have been archers only.
Another alternative is that the rear ranks of Clibanari were just archers, firing in support , and the Byzantines went on to copy this.They may have indeed been trained to fire rapidly, because (a) they were trained to use supporting fire during a charge etc, and (b) they fired rapidly because they were charging, and were in the rear ranks, so as they charged they would optimise their effect. However, yes here's the but.......if you start firing a bow rapidly you don't get the power behind it because you can't draw it fully. Also, it's a time factor, if you are firing a relatively short range horse bow whilst advancing to charge it's the quantity of arrows you can put into the air in a short space of time. It mimics the affect of the shower of javelins infantry would throw at each other before contact, albeit from rear ranks.
